Big changes are being proposed for one of the Gold Coast’s most iconic locations, and the Council is calling on locals to weigh in on the future of the foreshore.
The Gold Coast City Council has released concept designs for the Burleigh Heads Foreshore Revitalisation Project, aiming to refresh the area to cope with ageing infrastructure and population growth. The plan targets key community hubs, including Justin’s Park, Mowbray Park, John Laws Park, and Rudd Park.
Fixing the Burleigh Beach Foundations
At the heart of the proposal is a critical infrastructure repair. A buried seawall located between Justins Park and Mowbray Park has been protecting the foreshore for 40 years. However, recent investigations indicate that a full reconstruction is required for this structure, which the Council describes as the “last line of defence” for the area.
Changes to Views and Parking
Perhaps the most significant talking point for the community will be the proposed changes to the headland layout. The Master Plan suggests relocating car parking from the “prime location” on the Burleigh Headland over to Rudd Park.
The Council states this move is designed to open up more space for people to enjoy the headland, view the city skyline and surf break. Importantly for local drivers, the plan assures there will be “no reduction in carparks within the precinct” despite the relocation.

A Facelift for Justins and Rudd Park
Beyond the structural repairs, the project aims to improve the visitor experience. In Justins Park, a new pedestrian promenade is proposed, featuring seating under the existing Norfolk Pines to provide shaded areas for beachgoers. The plan also includes widening the Oceanway to improve safety and doubling the CCTV coverage across the precinct.
For Rudd Park, the future looks potentially wetter or more active, depending on community preference. The Council is considering two options: a new public swimming lagoon or a playground complete with a bike and scooter track. These additions are currently pending further investigation and the results of public consultation.
Timeline for Works
These upgrades support the Burleigh Heads Place Making Plan, which was completed in 2023. Locals have some time to provide feedback and prepare for the construction, which, if approved, is expected to commence in 2028-29. To manage the impact on the community, a phased construction approach will be used to maintain beach access and reduce disruption.
